How Does The Math Work?

I was reading an article about the "Cash for Clunkers" program today:

"The White House has touted the program's success in providing a targeted boost to the sluggish economy since its inception in late July. Through Thursday, auto dealers have made deals worth $1.9 billion and the incentives have generated more than 457,000 vehicle sales."

So... the government spent $3-billion to generate sales of... $1.9 billion?

Meanwhile, on the education front: my union is proposing a 14% pay cut. Apparently it's worthwhile for the government to somehow spend three-billion dollars so the auto sales industry (can you say: scum of the Earth?) can make an extra two-billion dollars, but those of us who teach...

... oh, wait. I get it. If kids grow up to be SMART, they'd realize there's something STUPID about spending three-billion dollars in order to get a return of two-billion dollars.
